The members of the Harlem PACT Partner strive to be leaders in the real estate industry by building quality, affordable housing while providing employment, with dedicated training, for NYCHA and local low-income residents, and contracting opportunities for Minority, Woman and Small Business Enterprises (“M/W/SBE”). This site will be updated with more information when jobs, contracting, and training opportunities are available

OSHA Training:

The Harlem PACT team will offer free OSHA 40 construction safety trainings for interested applicants.

NYCHA’s Office of Resident Economic Empowerment & Sustainability (REES) offers a wide array of services through partnerships and collaborations with local organizations to include financial empowerment and resident business development, along with our existing employment, adult education, and training programs, including:

• Connections to local economic opportunities (hiring events, training sessions)
• Access Section 3 and other job opportunities more easily
• Enroll in adult education programs
• Take advantage of various NYCHA rent incentives programs
• Improve your credit or manage debt through financial empowerment services
• Learn how to start or grow a business

The PACT Team will be conducting recruitment events in coordination with REES for upcoming job opportunities.

The Harlem PACT team encourages local businesses, Minority and Women-owned (M/WBE certified) contractors, and vendors to participate in the project across multiple trades. We will be looking to procure a variety of supplies and services locally.

Section 3 Hiring:

Section 3 is a Housing and Urban Development (HUD) mandate that requires employment and other economic opportunities generated by federal assistance to public housing authorities to be directed, whenever possible, to public housing residents and other low and very low income residents.
